It doesn't interact with the region coding of the DVD drive at all. The 
software asks the DVD drive for data that's on the DVD and the DVD gives 
that data out. libdvdcss descrambles it if need be.

Only commercial software - often supplied with DVD drives - interrogates 
the drive to find out its region and compare it with the region of the 
DVD.
