That type of forwarding preserves only the body plus some mini-plaintext
ersatz header.

I don't know about 'work' -- I would say that the emphasis is in
'transmitting' the body's content, the scanty ersatz headers are
'compatible' with the scanty headers which are normally displayed at the
'heading' when you open a mail in OE.  You see
From
Date
To
Subject

There isn't an alternate configuration.  The View menu 'All headers'
doesn't provide access to any more headers on a 'normal' mail.  You have
to go off somewhere else to get access to the complete headers, they are
never viewed with a view of the message opened, but are accessed with a
different 'mode'.
