In my opinion, the FDA has exactly no interest in enforcing various
'problems' with 'drug administration' -- such as improperly promoted OTC
drugs and chemicals and nostrums and remedies and supplements and
vitamins and additives and other powerful shaman remedies which are not
prescription pharmaceutical agents.

They also are not interested in enjoining difficult to prosecute issues
of OTC sale of alleged pharmaceutical products which do not involve
entities which normally apply to them for FDA approval.

That is, if you are not an entity 'beholden' to the FDA like a
pharmaceutical company, the FDA isn't going to bother with you unless
you are absolutely poisoning the public with something harmful beyond
any shadow of the doubt.
