I'm reasonably sure that SpamCop's excellent blocklist (SCBL) is watched by 
other Blacklist "minders" to at least keep-up?
I often note once a IP comes up on our SCBL that IP also quickly starts 
appearing afterwards in
http://www.declude.com/Articles.asp?ID=97

Also if a *new* IP passes through SpamCop it is sent by SpamCop to others, 
who have asked for such submisions, for further testing for adding to 
further blocklists
