Where your definition of a 'valid email' means an address which does not
bounce.
Your lists shouldn't be made up of all of the addresses you can get your
hands on that don't bounce or ask to unsubscribe. Your lists should be
made only of addresses which have said that they want to be on that list
and only that list, and then you have asked that address to confirm that
it wants to be on that list and only that list before you begin to
promote anything, and then you put that address on *that* list and
*only* that list, not any other list. And you don't buy, sell, or trade
lists with anyone else, so that you won't be getting any dirty lists or
causing any dirty lists.
Lists are often bought and sold based on how many addresses they have.
Those are dirty lists. You can't buy a list. Well, you /can/ buy a
list, but it will be a dirty list and it will get you blocklisted, as
you currently are and should be.

Just because you have a method to stop sending to email addresses that
bounce doesn't mean you have a clean list. Just because you have a
'valid email' doesn't mean that it subscribed and its subscription was
confirmed properly.
