Highly unlikely. That's the KRNIC LIR contact.

whois.nic.or.kr doesn't have any info on ownership of that IP address so 
it would appear to be a bogon - ie: an unallocated IP address for which 
someone has managed to acquire routing through use of forged documents 
or whatever.
