krnic is a 'sub-' regional internet registrar of apnic, where the RIRs
are arin, ripe, afrinic, apnic, lacnic

just like the .br registry is a sub RIR of lacnic.

The registries aren't the notification for a netblock's IP any more than
ICANN is, except when they 'ask' to be notified, such as the way the .br
registry does by listing an abuse contact in the whois.
