No, 6 hours isn't a 'floor'

The 'average' is largely dependent upon the percentage  .. if a large
number have been reported it takes forever to lower the 'average'. 
Example, my own numbers are 106,000 reported, and it has been "stuck" at 3
hours for ages..  I suspect it would take thousands reported within
seconds to move an average very much, at least in my case.

On the other hand, who gives a flying fig?
