Altho' this isn't the ideal ng for questions about spamcop mail
accounts, which would be spamcop.mail or the forum, I would hazard a
guess that if we are talking about a blocked item, that it got blocked
by a user filter such as a blacklist which preceded the dnsbl and SA
filter system.

If we are talking about a passed item, that it got passed by a user
whitelist which preceded the dnsbl and SA filtersystem.

You have made no mention of the other X-SpamCop lines in the header,
such as

X-Spam-Checker-Version:
X-Spam-Level:
X-Spam-Status:
X-SpamCop-Whitelisted:
X-SpamCop-Disposition:

Describing something  about mail headers including questions about
additional Xlines rather than posting a specific example is never the
best way to get the best answer;  whether we are talking about Received
tracelines or SpamCop Xlines.

You could post a tracker to a real item, which would show us an example
of a spamitem which actually has an empty X-SpamCop-Checked line.

I'll post this to spamcop and spamcop.mail.
