[SpamCop-Mail] Block all is added

Hi, guys.

I've added the "block all" feature to email blocking. Basically, this blocks
all email from anyone not in your whitelist. You'll need to get your
whitelist built up or you'll end up blocking all your email.

At this time, there's no easy way to build your whitelist from the webmail
client. You have to manually add them to the whitelist form. A better method
of whitelisting is on the list to do.
