I'm using Mozilla 1.6b.
I think the same applies, if I remember correctly, to Mozilla 1.5.

Go to:
Edit> Preferences> Navigator> Tabbed Browsing> Features.
Check/tic "Auto loading with Refresh".
Un-check/un-tic "Slow down auto-reloading for inactive tabs".
