Not necessarily. A good browser allows complete navigation with the 
keyboard (although there's no single standard for that and IE, Mozilla 
and Opera each implement this difefrently).

Actually, many web forums can do that, by means of session information 
and/or cookies. But it does require the user to sign up, and login 
before use. Compared to that, such functionality is more robust in a 
decent news reader, but it's not impossible for a web-bassed forum.
