It's not an announcements page.

Like other pages on the SpamCop website it tries to be too many things 
at once:
- it's a home page for (paying) members
- it's a reporting page
- it's news page
- it's a site map

And even in its "role" of a news page (which is not quite the same 
things as "announcements"), the important announcement for users of the 
Reporting service is NOT there.

A better place _would_ be a separate announcements page (which 
apparently doesn't exist), but failing that, this mixed page could be 
used. As long as that important announcement is readily available for 
users.
