| Yes, there is a language requirement - see the INS site (let me know and
| I will chase down the URL...) - I am going for my US citizenship at the
| moment.... there are some dispensations though, and the agents have some
| latitude as well I understand... luckily I speakable passable English
| with an overlay of Gibberish...
Ahhh another caudate for political office.
As to the flexibility I think that came about due to the disabled young
woman's case which took an act of Congress to fix in the short run.
