While all that you say is true (the fact that JW's contractors were
commuting hundreds of miles to find jobs is supportive), it is not
an argument against encouraging immigrants to speak the language.
Unfortunately, the US as a 'Land of Opportunity' is being exported
and we probably won't have problems with lots of immigrants coming
to the US to find jobs (even low paying ones) much longer.
