The only bonafides I want to know are that the person issued the card knows 
how to drive.  I could care less if they have an SSN.

Yeah...there are probably cheats.  But I wouldn't doubt that half of that 
number are people who just refuse to put their kids into the system.  Some 
people go to any length to avoid it...home birth, etc. etc..  I know a 
couple like that...6 kids....none with SSN.  They'd probably get a giant 
refund if they claimed all of them, but they don't.  Social security is just 
a scam anyway....so, they're really not missing out on anything.
