What "gender" group consists of rapists? Are you implying that all males
with erectile problems have the potential to become rapists? Or that
rapists in and of themselves are a separate "gender"?  BTW, there is no
indication that the government would attempt to prevent rapists from
*getting* Viagra, which might arguably be classified as some sort of
discrimination, just from getting *reimbursed* by the government for the
cost of the Viagra.
