Dude, try not to go to extremes.  Yes, there are numerous places that are 
far safer to live.  I'm not saying that anyone can eliminate risk, but they 
can MINIMIZE risk.  If you're not in a position to accept the costs 
associated with a risk, you should live elsewhere or get adequate insurance. 
But if you're going to ignore the risk and/or make that choice anyway, the 
consequences should be born by you not me.

Look at any home owner insurance actuary tables...the safer places to live 
will be quite obvious.  Hell, look at the FEMA web site...there are stats 
for disaster declarations in each state.
