| President Bush do that Homeland Security Secretary Chertoff was
| already doing under the emergency provisions of the National Plan he
| had working under?

| What has President Bush done, other than asking Congress for money?
| That could have been done by anyone.  There are enough emergency funds
| in the, (I'm groping for the title here, Unusual National
| Circumstances or something like that, it's a plan that the Homeland
| Security Act authorized for a extremely large disaster, such as we
| have) National Plan to cover most all of the contingencies for several
| days.

| Bush declared the area a National Disaster area, that automatically
| puts certain funds, equipment, and personnel in action.  He did that
| from the ranch.

| If you really want to know who really is in charge and has the
| authority to do the stuff needed, I suggest you Google on "Incident
| Command" and do a little reading.

| Do you honestly want Bush micro managing the relief aid?  Or do you
| want him to say to the folks that have the training and expertise to
| handle this, alright, tell me what you need and I'll get it.  That's
| the Presidents' job.  Ask him for it and he will make it happen, you
| don't want him telling those folks what to do.  They already know what
| and how to do it, all the need is the resources made available to do
| it, and they were already available Monday morning.

| Now, don't blame Bush, blame the Barbara that slows everything down
| and makes it so hard to get anything done.

Recall that GWB has NEVER, EVER without exception properly managed anything
in his entire life.  Why is it that the people of the USA and the world are
so surprised that he cannot manage this?
