 the way I understand the chapter 13 laws as they stand now, that's pretty 
much the way it is, you make payments, and you don't get any more credit (or 
at least if you do it's very high interest) until the BR is discharged. the 
Chapter 7 filing is they take everything that's of value except for a 
predetermined list of necessities/items and sell it off to pay what can be 
paid..then the creditors eat the rest of your debt.
the new laws basically do away with chapter 7 filings.
at least that's the way I understand it. (in a nutshell)
