Not necessarily.  There is no abuse indicated in the reports, other than the
use of cages.  The cages may be the result of misunderstanding or
malfeasance on the part of a medical provider.

As example my son has a very effective way of dealing with inappropriate
behavior that does not seem to lend itself to the usual practices such as
discussion and loss of privileges.

Seems he has about 30 of these 5# decorative concrete garden edges you can
get at HomeDepot in a pile in his (two level) yard.  If the kid does not get
the message in the normal way he is told to move an assigend number of
bricks from one level to the other.  If the bad behavior continues another
day he gets to move them to the previous yard.  This cycle continues until
the kid gets the message.  FWIW the longest it took as 6 days but the kid
was hard headed not dumb.
