Ever wondered why petrol prices are always xx.9p per litre?  Could it be 
something to do with VAT?  VAT is always rounded up to a little bit when 
it comes to a fraction of a pence for the customer, but, totalled for the 
VAT man.  What happens to all those little bits of VAT at the totalling?
